Harm reduction is a proactive and evidence-based approach to reduce the negative personal and public health impacts of behavior associated with alcohol and other substance use at both the individual and community levels.

 

Harm reduction is an important part of the Biden-Harris Administration’s comprehensive approach to addressing substance use disorders through prevention, treatment, and recovery where individuals who use substances set their own goals. Harm reduction organizations incorporate a spectrum of strategies that meet people “where they are” on their own terms, and may serve as a pathway to additional prevention, treatment, and recovery services. About the Presenter

Joseph R. Turner, JD, is the co-founder and current President/CEO of EXPONENTS, Inc., in New York City. EXPONENTS is the first known harm reduction substance use treatment program, beginning in 1988. EXPONENTS is founded on the principles of ‘engagement, community, and advocacy. Mr. Turner has previously served as Chief Operating Officer of Harlem United, Executive Director of the Fountain Avenue Community Development Corporation, and former Chairman of the Board of Friends of Recovery – New York (FOR-NY). James Hollywood, LCSW, is Vice President of Residential Treatment and oversees the organization’s 12 residential substance use treatment programs with over 1,100 beds and serving 3,000 clients each year. Mr. Hollywood brings more than 25 years of experience working in the fields of substance use, mental health, and homeless services. Wendy Mincer, MS, MA, LPC, NCC is currently completing her Ph.D. dissertation at the University of North Texas (UNT) on Sustainable Health Care Provider OUD Assessment and Management in Rural AI/AN Communities: Prevention, Treatment, and Recovery Approaches. She received her BAAS and MS in Gerontology from UNT and her MA in Mental Health Counseling from Lenoir-Rhyne University (NC). Wendy has experience as a substance abuse counselor for medication-assisted treatments (MAT) and as an Alcoholics Anonymous (AA) and Al-Anon facilitator and sponsor. She is a Licensed Professional Counselor in Dallas.

Learning Objectives:

  1. Discover how and why the Harm Reduction principle (based on the Portugal Model) works and how it aligns services and programs to the individual needs of substance use clients. Attendees will apply and improve counseling techniques in dual diagnosis for bidirectional comorbidities of mental health and substance use and analyze how the tenets of Harm Reduction can be applied in a person-centered format to clients seeking help, moderation, and even abstinence.
  2. Explore ways to cultivate a Harm Reduction mindset, "paper to practice" while envisioning what Harm Reduction in practice actually looks like, as well as how to explain the concept to clients and patients in order to minimize stigma and relapse (reoccurrence).
  3. Demonstrate a deep understanding of the history and evolution of Harm Reduction in both science and practice.
  4. D. Explore the intersection of Harm Reduction engagement and social justice as a holistic approach to OUD/SUD.
